PART TIME-POLICE CLERK
POSITION DESCRIPTION
General Statement of Duties:
The Police Clerk reports to the Chief of Police and Town Manager. This position involves the practice of excellent organization, computer, business and communication skills.
Essential Duties and Responsibilities
- Serves as Police Clerk assisting Town Police Department and Administrative Offices.
- Parking Permits: Issue to Property Owners; order permits yearly; post payments and deposits, verify cash account is correct and parking permit inventory is accounted for.
- Issue Mercantile Licenses: receive and post payments and prepare deposit log.
- Issue Bonfire permits and maintain records.
- Issue Special Events permits.
- Post any miscellaneous receipts as needed.
- Assists Chief of Police with maintaining confidential records.
- Process parking tickets, record or deposit payments and follow up on unpaid parking tickets.
- Must become DELJIS certified.
- Check DELJIS for vehicle ownership when required.
- Screens visitors, telephone calls and incoming mail;
- Answer inquires which in the employee’s judgment do not require the supervisor’s attention;
- Filing, copying and correspondence by way of electronic mail or facsimile.
- Maintains website for police page.
- Maintains the accuracy of essential records;
- Assist with records management and oversees records management system and maintain in accordance with the Delaware Archives Local Government General Record Retention Schedule (Schedule). On a yearly basis, review and implement procedures for Town documents’ retention/disposal per the Schedule.
- Attends Town Council meetings and committee meetings as requested by the Chief of Police or Town Manager.
- Assists in the preparation of purchase orders and department budget.
- Assist Administrative Department as needed.
- Performs other duties as assigned by Chief of Police or Town Manager.
Required Knowledge, Skills and Abilities:
Knowledge of office terminology, procedures and equipment including but not limited to personal computer is required. Working knowledge of software used by this office for purposes of correspondence and analysis (e.g. Edmunds, Microsoft Suite) is required. Demonstrable skill in business math, reading, speaking and writing, and light accounting is required. The position requires the ability to work effectively with other employees and the public. Courtesy, tact and discretion are necessary to convey an appropriate amount of information to associates and the public. A willingness to adapt to new office procedures and to accept assignments is needed. Dependable and timely attendance of job duties, as scheduled, is essential.
Specialized knowledge in the area of municipal operations is essential. This includes, but is not limited to, the Freedom of Information Act and legal requirements for the retention of records. The candidate for this position must be able to effectively communicate matters of legal or technical consequence to citizens, their authorized agents, Chief of Police, the Town Manager and the Town Council. Confidentiality and discretion in communication are critical.
The position requires the handling of cash, making bank deposits and the recording of receipts.
Acceptable Experience and Training:
Completion of standard high school coursework or a Graduate Equivalency Diploma including or supplemented by courses in business practice and management, and considerable responsible senior administrative experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Additional Requirements:
Must pass testing for substance abuse and criminal background investigation. Must maintain a positive work environment by acting and communicating in a manner that promotes harmonious relations with customers, co-workers, and supervisors. Direct deposit of pay required.

Bayside Flooding & Resiliency Information & Discussion Session Follow Up
The Infrastructure hosted a Resiliency Information and Discussion at Town Hall on Aug 31. The committee would like to express a resounding THANK YOU to the 50+ community members who participated both in-person and online.
The meeting consisted of an overview of past and current flooding studies, AECOM’s study released in the spring, and Chapter 7 from the draft 2023 Comprehensive Plan entitled Resiliency: Sea Level Rise and Coastal Flooding. The presentation is available by clicking here. This was followed by information stations and maps placed around Town Hall and concluded with a questions and answer session.
Much of the discussion centered on the AECOM study which focused on the forecast for flooding on a street-by- street basis through the year 2080. Recommendations centered on risk assessment and vulnerability, monitoring and maintenance and bulkhead height increases. Community members voiced support for town action to coordinate guidelines on bulkhead height and to continue informing property owners about other options. The importance of seeking grant funding to finance individual and public projects and coordination with DelDOT and DNREC was also stressed. Another topic which generated comments was the need to survey current conditions, especially bulkhead heights.
Current drainage and storm runoff problems were raised, and committee members clarified that those problems are being documented and short term solutions will continue to be defined on an ongoing basis.
As a result of the meeting, the Infrastructure Committee is suggesting to form a flood resiliency sub committee. Ongoing education and proposals for next steps regarding storm water management, monitoring and bulkheads as well as implementation tasks associated with the Comprehensive Plan will be the goal of the subcommittee. Another community information session will likely be planned in the new year.

ROUTE 54 BRIDGE REPLACEMENT PROJECT UPDATE
DelDOT presented updates on the bridge replacement scheduled to begin in October 2024. Two-way traffic will be maintained during the two phases that are scheduled (October 2024-May 2025 and October 2025-May 2026). The project is expected to provide wider sidewalks for bicyclists and pedestrians and embedded lighting is being considered along the sidewalk. 2023-2024 Committee Participation Application
Typically, the committees meet once per month for two hours or less and meetings may be attended via Zoom or in person. With the 2023 Comprehensive Plan completed, the committees have implementable goals that they will be working to achieve.
The committees, chairs and a short description of the committee’s mission are below:
- Audit (Bill Rymer)—assists in the yearly audit of the Town’s finances.
- Beach Committee (Jacque Napolitano)—plans beach related activities such as Fenwick Freeze and Annual Town Bonfire. Also considers enhancements to the beach including creating dune end trash enclosures and “Remember Me by the Sea” signs.
- Budget and Finance (Bill Rymer)—creates budget for the Town.
- Building Review (Richard Benn)—reviews and approves commercial property building permits.
- Business Committee (Kurt Zanelotti)-engages business community to sustain a vibrant business district.
- Charter & Ordinance (Natalie Magdeburger)—reviews and recommends ordinances to maintain family-friendly community.
- Dredging (Bill Rymer)—with testing completed and permits filed, committee is waiting to receive approval of permits and transitioning into starting dredging in the Fenwick channels.
- Emergency Management (Natalie Magdeburger)—implements emergency management planning and oversees the Town’s response to storms and other emergency events.
- Environmental Committee (Susan Brennan and Colleen Wilson)—is developing new park, Monarch Butterfly Way Station, at the north end of Bunting Avenue. Also, organizes Earth Day and keeps the Town informed of important developments related to the proposed Wind Farms.
- Information Technology (Lisa Lange)—committee developed design for new website and is creating document management system. Website is due to be rolled out in the fall with emphasis on making the site user-friendly with creation of on-line features that streamline easier access to information, forms and payment options.
- Infrastructure (Richard Benn)—committee created 10-year street maintenance schedule and also oversees bayside flooding mitigation and resiliency planning. Those with engineering backgrounds are highly encouraged to apply.
- Planning Commission (Susan Brennan)—finished developing Ten Year Comprehensive plan and will be overseeing the implementation of the goals identified in the plan.
- Residential Concerns (Janice Bortner)—committee focuses on being a forum for residential concerns to ensure Fenwick remains a quiet, family-oriented community. Examples of initiatives and actions include request to prohibit sale of cannabis in Town, hiring of parking officer(s), Dark Skies initiative, Village to Village outreach for seniors, tree canopy considerations, forum on the Route 54 bridge and ensuring future commercial dumpsters are enclosed.
- Pedestrian Safety (Ed Bishop)—committee worked on completing the sidewalks in the northern commercial district and will work toward implementing the goals and initiatives set forth in the “Safe Streets for All” chapter of the 2023 Comprehensive Plan including collaborating with DelDOT to obtain sidewalks in the remainder of Fenwick, re-imagining Coastal Highway and working toward enhancing crosswalk safety.
8/22-Mosquito Control Spray Announcement
A message from DNREC-MOSQUITO CONTROL
Weather permitting; the Delaware Mosquito Control Section plans the following insecticide application(s) during the evening hours on Tuesday, August 22, 2023:
Application of Anvil 10+10 (Sumithrin/PBO) with a truck-mounted sprayer to control adult mosquitoes in the following areas:
In and near Fenwick Island and Selbyville.
Near Frankford, Millsboro, Rehoboth Beach, Lewes, Milton, and Milford.
For notification purposes, spraying will be done in the following spray zones: 127, 139, 142, 153, 154, 155, 176, 188, 201, 202, 203, and 204.
All insecticides to be used are registered with the USEPA for mosquito control and will be applied according to USEPA approved label instructions. The USEPA has determined that the insecticides to be used do not pose unreasonable risks to human health, wildlife, or the environment.

Corporal Nathan Hudson Lifesaving Commendation Award
Cpl. Nathan Hudson of our FIPD received a commendation from the Town of Fenwick Island at the last Town Council meeting for his actions in responding to a call for a CPR in progress on Houston Street.New ATV for our Beach Patrol
Fenwick Island purchased a new ATV so our FIBP can get to you quicker in an emergency. One of the side by sides will be taken out of service on the beach and used by Public Works. Thank you Captain Ryk and the FIBP for keeping our beaches safe.
